National Day of Remembrance of the Slave Trade, Slavery and their Abolition

To celebrate the 150th anniversary of the abolition of slavery, France decided in 2006 to establish a National Day of Remembrance of the Slave Trade, Slavery and their Abolition on May 10. France commemorates this memory and recalls that many people are still victims of trafficking and are reduced to the worst forms of exploitation throughout the world. France remains fully committed to the fight against these modern forms of slavery.

The Ministry of Foreign and European Affairs and its diplomatic network are organizing several events to increase civil society's awareness of the relevance and the universality of this scourge.

Human Rights Ambassador, Mr. François Zimeray, will represent the Ministry of Foreign and European Affairs at the official ceremony which will take place today in the Jardin du Luxembourg, under the patronage of President Sarkozy.

France calls for the universal ratification of the Palermo Convention aimed at preventing, suppressing and punishing trafficking in persons and at implementing instruments to fight against these crimes.

The French Committee for the History and Remembrance of Slavery brings European civil societies together in order to examine the issues relating to remembrance and the struggle for abolition because the condemnation of trafficking and slavery is embedded in the European democratic identity.

Pour célébrer le cent-cinquantième anniversaire de l'abolition de l'esclavage, la France avait décidé en 2006 d'instaurer une journée nationale des mémoires de la traite, de l'esclavage et de leurs abolitions, le 10 mai. La France commémore aujourd'hui ces mémoires et rappelle que de nombreuses personnes sont encore victimes de la traite et réduites aux pires formes d'exploitations, partout dans le monde. La France reste pleinement engagée dans la lutte contre ces formes modernes de l'esclavage.

Le ministère des Affaires étrangères et européennes et son réseau diplomatique organisent plusieurs événements pour sensibiliser la société civile à l'actualité et à l'universalité de ce fléau.

L'ambassadeur pour les droits de l'Homme, M. François Zimeray, représente le ministère des Affaires étrangères et européennes à la cérémonie officielle qui se tient aujourd'hui au Jardin du Luxembourg, sous le haut patronage du président de la République.

La France appelle à la ratification universelle du protocole additionnel à la Convention de Palerme qui vise à prévenir, réprimer et punir la traite des êtres humains et à la mise en œuvre d'instruments visant à lutter contre ces crimes ;

Le Comité français pour la mémoire et l'histoire de l'esclavage associe les sociétés civiles européennes autour de ces enjeux de mémoire et des combats pour l'abolition car la condamnation de la traite et de l'esclavage font pleinement partie de l'identité démocratique européenne.

Statement by Mr. Alain Juppé, Ministre d'Etat, Minister of Foreign and European Affairs

On this World Press Freedom Day, my thoughts go first and foremost to Lucas Deloga, Gilles Jacquier and Rémi Ochlik, the French journalists and photographers killed in recent months while reporting in Tunisia and Syria, as well as to their family and friends. I wanted the Ministry of Foreign and European Affairs to pay tribute to them by presenting their most symbolic photos of the Arab Spring and their democratic aspirations on the France diplomatie website.

This day also gives me an opportunity to reaffirm that France is strongly mobilized, in Paris and in Bogota, to secure the release of France 24's Roméo Langlois, who has been held hostage since Saturday.

Last year, according to figures provided by Reporters Without Borders, around 66 journalists were killed, while about a thousand were arrested and imprisoned.

I want to pay tribute to all those journalists who give their lives or their freedom to carry out a profession that is often dangerous, in order to uncover the truth in countries that have been torn apart by violent conflict or are under the grip of dictators.

We must also commend the courage of all those throughout the world who risk their lives to defend the basic human right of press freedom and freedom of expression, while violations of this universal, essential right persist in many countries.

The freedom to exercise the profession of journalism is a priority of our human rights policy. Indeed, everyone knows that the first instinct of the enemies of freedom is to silence the press, and that the freedom fighters' greatest ally is the free media. France is in this respect especially vigilant with respect to the freedom of cyberspace.

Déclaration de M. Alain Juppé, ministre d'État, ministre des Affaires étrangères et européennes

En cette Journée mondiale de la liberté de la presse, je pense en premier lieu à Lucas Deloga, Gilles Jacquier et Rémi Ochlik, journalistes et photographes français morts au cours des derniers mois en reportage en Tunisie et en Syrie, ainsi qu'à leur famille et à leurs proches.J'ai souhaité que le ministère des Affaires étrangères et européennes leur rende hommage en présentant leurs photos les plus emblématiques des Printemps arabes et de leurs aspirations démocratiques sur le site France diplomatie.

Cette journée est aussi l'occasion pour moi de rappeler la forte mobilisation de la France, à Paris et à Bogota, pour obtenir la libération de Roméo Langlois de France 24, retenu en Colombie depuis samedi.

L'an passé, selon les chiffres de Reporters Sans Frontières, ce sont près de 66 journalistes qui ont été tués, tandis qu'un millier d'entre eux étaient arrêtés et emprisonnés. Je veux rendre hommage à tous ces journalistes qui payent de leur vie ou de leur liberté l'exercice d'un métier souvent dangereux, au service de la recherche de la vérité, dans des pays déchirés par des conflits violents ou tenus par des dictateurs.

Il nous faut saluer le courage de tous ceux qui, partout dans le monde, défendent au péril de leur vie ce droit fondamental qu'est la liberté de la presse et la liberté d'expression, alors que les atteintes à ce droit, universel, essentiel, persistent dans de nombreux pays.

Le libre exercice du métier de journaliste constitue une priorité dans notre politique de défense des droits de l'Homme. Chacun voit en effet que le premier réflexe des ennemis de la liberté, c'est de bâillonner la presse, que les premiers alliés des combattants pour la liberté, ce sont des medias libres. La France est à cet égard particulièrement vigilante pour la liberté du cyber espace.

Languages as tools of regional integration within SADC.

In the frame of the series of high-level thematic seminars organized by the Embassy of France to Botswana / Special Representation to SADC since 2009, the 7th edition of the seminar was held at the University of Botswana (Gaborone), on 15 and 16 March 2012. The theme, chosen in accordance with the Francophonie Celebration Week, was: “Languages as tools of regional integration within the SADC region”.

Co-organized by the Embassy of France, the SADC Secretariat, the Government and the University of Botswana and financially supported by the International Organization of la Francophonie (IOF), the SADC (via the EU Delegation to Botswana) and the company Orange-Botswana, this seminar gathered experts from the IOF, the Agence Universitaire de la Francophonie (AUF), the African Academy for languages (ACALAN) and the International Centre for Pedagogic Studies, based in La Reunion Island. The two Portuguese-speaking countries of the SADC region were represented by an executive from the Languages Institute in Luanda, Angola, and by an academic from the Eduardo Mondlane University of Maputo, Mozambique.

After the official opening ceremony, the first day of the seminar was dedicated to the linguistic regime currently implemented in the SADC Secretariat. Each contributor had the opportunity to address their speech in one of the 3 official languages of SADC (French, English, and Portuguese), thanks to simultaneous interpretation devices. The influence of cross-borders languages on the political, economic and social integration within the SADC region was discussed on the second day.

The conference gathered a wide and diverse audience from several Member States of the SADC region, the Diplomatic Corps, academics, students and journalists. On the second day, two shows, linked with the themes of the seminar, were presented: a short play, performed by pupils from a high-school of Gaborone, and a concert by Woba Kelé, a band formed by artists from the Reunion Island and Malawi, who played with a local band, Seraga Ntswana.

Dans le cadre d'une série lancée en 2009 par l'ambassade de France au Botswana/représentation spéciale auprès de la Communauté de Développement d'Afrique australe (SADC), le 7ème séminaire thématique d'intégration régionale s'est tenu à l'Université du Botswana (Gaborone), les 15 et 16 mars 2012, sur le thème : « Les langues, vecteurs d'intégration régionale dans la région SADC », qui n'a pas manqué de retenir l'attention à quelques jours de la Semaine de la langue française.

Co-organisé par l'ambassade de France, le Secrétariat de la SADC, le Gouvernement et l'Université du Botswana, avec l'appui financier de l'Organisation Internationale de la Francophonie (OIF), de la SADC (via la Délégation de l'UE à Gaborone) et de la société Orange-Botswana, ce séminaire a réuni des experts de l'OIF, de l'Agence Universitaire de la Francophonie (AUF), de l'Académie africaine des langues (ACALAN) et du Centre International d'Etudes Pédagogiques (CIEP), centre basé à La Réunion. Les deux pays lusophones de la SADC étaient également représentés, par un cadre de l'Institut des langues de Luanda (Angola) et un chercheur de l'Université Eduardo Mondlane de Maputo (Mozambique).

La première journée du séminaire a été consacrée, après la cérémonie officielle d'ouverture, à la pratique du régime linguistique de la SADC. Chaque intervenant a pu s'exprimer dans l'une des trois langues officielles de l'organisation régionale (français, portugais, anglais) et ce, grâce à une interprétation simultanée. Le rôle d'intégration politique, économique et sociale des langues africaines transfrontalières de la région SADC a été abordé au cours de la seconde journée.

Le séminaire a attiré un public éclectique venu des différents Etats-membres de la SADC, du corps diplomatique, des religieux, des chercheurs, des étudiants et des journalistes qui ont pu aussi apprécier deux divertissements liés au thème traité : une pièce de théâtre, jouée par des élèves d'un établissement secondaire de Gaborone, et une animation musicale proposée par Woba Kelé, assurée par des artistes réunionnais et malawite, en résidence à Gaborone, accompagné par le groupe botswanais Seraga Ntswana.

Signing of a new Cooperation Agreement between IOF and SADC

A few days before the Francophonie Celebration Week, a new Cooperation Agreement was signed on 14 March 2012, between the International Organization of la Francophonie (IOF). and the Southern Africa Development Community (SADC).. This Agreement, which aims at reinforcing the use of French within SADC, replaces the first cooperation Agreement, signed in July 2007 and expired in August 2010.

As SADC promotes multilingualism within its Secretariat, this new text will enable IOF (Directorate of French Language and Cultural diversity Directorate) to lead further the cooperation projects it launched since 2006.

Signed for 2010-2013 period, the new Agreement provides for thematic and linguistic trainings for employees from the SADC Secretariat, linguistic stays in La Reunion Island, conferences rounds, capacity building to support the communication Department and the documentation Centre.

During the signing ceremony that took place at the SADC headquarters, the IOF was represented by Mrs Imma Tor, deputy director for French language at the French Language and Cultural diversity Directorate, and the SADC Secretariat by Mrs Emilie Mushobekwa, Deputy Executive Secretary in charge of Administration and Finance.

H.E. Mrs Geneviève Iancu, Ambassador of France to Botswana, Special Representative to SADC, attended the ceremony, along with a delegation from La Reunion Island, from the Regional Council and of the International Centre for Pedagogic Studies where SADC and COMESA employees will be trained.

The management of the Alliance Française de Gaborone, who operates for the IOF in the implementation of the cooperation projects at the SADC Headquarters, was also present during the ceremony.

It was a good opportunity to deliver French diplomas to three employees from the SADC Secretariat agents and to present to the audience the French page of the new website of the regional organization.
